You can now call "108" when you are in Emergency. This service is launched in tamilnadu on Monday the 15th of Sep 2008, by Chief Minister M Karunanidhi. The facility will have 20 ambulances stationed at different locations across the city and 250 employees of the Emergency Management and Research Institute (EMRI) to attend to all medical, fire and police emergencies.
Sources say that “108” is already being used as the toll free emergency number in Indian states such as Gujarat, Andhra Pradesh, Madhya Pradesh and Uttarakhand.

I feel they should have chosen the emergency number as either 112 or 911; for most of the mobiles are equipped to dial out the numbers even in the following contexts:
1) Keypad locked
2) Out of network coverage. Any avaiable operator is obliged to route the call request for this number to the nearest local emergency service care.
I am not sure where did they get the significant of the number 108.
